在光绪十九年（1893年）十月，即甲午战争前一年，慈禧太后下诏将钓鱼台岛赏给邮传部尚书盛宣怀作采药用地，诏书中写道：“盛宣怀所进药丸甚有效验。据奏，原料药材采自台湾海外钓鱼台小岛。灵药产于海上，功效殊乎中土。知悉该卿家世设药局，施诊给药，救济贫病，殊堪嘉许。即将钓鱼台、黄尾屿、赤屿三岛赏给盛宣怀为产业，供采药之用。”
早在明朝初期，钓鱼诸岛就已明确为中国领土，明、清两朝均将钓鱼诸岛划为我国海防管辖范围之内，并非“无主地”。这些都表明，早在我国封建时代的明、清两朝，钓鱼岛就是我国领土的一部分。

回顾钓鱼岛问题中国在历史上是有很大失误的。在中日甲午战争之前，日本没有对中国拥有钓鱼列岛的主权提出过任何异议。晚清时期日本积极向外扩张，中国贫穷落后，最终在甲午战争中被日本人击败。通过马关条约清go-vern-ment将澎湖和台湾割让给了日本。当时钓鱼岛仅仅只是一个无人居住的不起眼的小岛，在割让条约中并没有明确指出钓鱼岛是属于台澎的一部分，甚至可以说在大难临头之时没有人注意到这个小岛，这也就为后来的争端留下了伏笔。 二战时中国宣布向日本侵略者开战，声明此前两国间的所有条约作废，这也就包括马关条约。战争结束时盟国取得了胜利，中国作为战胜国理应收回所有被日本侵占的领土，钓鱼岛自然是应当包括其中的。可是当中国go-vern-ment（当时是国民partygo-vern-ment代表中国）收回台澎时却把钓鱼岛给漏掉了！钓鱼岛被当成是日本的小岛划给了美国军管。
60年代末联合国一委员会宣布该岛附近可能蕴藏著大量的石油和天然气后，日方立即单方面采取行动，先是由多家石油公司前往勘探，接著又将巡防船开去，擅自将岛上原有的标明这些岛屿属于中国的标记毁掉，换上了标明这些岛屿属于日本冲绳县的界碑，并给钓鱼岛列岛的8个岛屿规定了日本名字。

1971年，美日两国在签订归还冲绳协定时私相授受，把钓鱼岛等岛屿划入归还区域。这一交易遭到中国go-vern-ment的强烈抗议。1972年中日两国在恢复邦交的谈判中，双方从中日友好的大局出发，同意将钓鱼岛列岛归属问题挂起并留待以后条件成熟时解决。可是，当1978年中日谈判签署中日和平友好条约时，日本一些敌视中国的国会议员提出要中国承认日本对钓鱼岛列岛拥有主权。日本go-vern-ment顺应右派要求，出动巡逻艇和飞机对我在钓鱼岛列岛海域作业的渔民进行监视。翌年5月，日本go-vern-ment用巡视船将人员和器材运到钓鱼岛，并在那里修建了直升机场，还向那里派出调查团和测量船。
